Can I start a company without leaving my current job?

You can incorporate an OPC while being an employee in a private organization. Companies Act-2013 does not prohibit you to do so. However, you will have to check your employment contract. If the contract prohibits you not to start another company while being employed with them then ideally you should not do so.
