1. The provisions of the Drugs and Cosmetics Act, 1940 and the accompanying Rules Act/Rules provide for requisite license to be obtained for Ayurvedic Drugs and all type of cosmetics.
2. The manufacture and sale of beard oil, which would fall under the definition of cosmetics as defined under the Act, irrespective of whether it contains any chemicals or not, would require license to be obtained from the Licensing Authority under the said Act/Rules. The Schedule to the Rules contain categories of cosmetics for which license is required to be obtained and hair oil is included in one of the categories
3. For the said license, you will have to apply to the Licensing Authority in the prescribed form by fulfilling conditions laid down such as requirements of manufacturing facility etc. and in case satisfied, the Licensing Authority will grant the requisite license to you for manufacture.
4. The Application for obtaining the license is required to be made in Form 31 and the License is issued in Form 32.
5. The other conditions precedent include carrying out manufacturing under a technically qualified person who is a full time employee, factory to comply with all the conditions provided under the provisions such as location, water supply, medical services etc., maintaining adequate testing equipment at the facility for testing raw material, finished product etc.
