You need to contact the Divisional Commercial Manager/ACM for access to stalls or to be a vendor for in-train services within a Railway Division. It is recommended that you first establish yourself as a private limited company or limited liability company, or partnership or sole proprietorship.
Allotment for conducting such business in the railways is generally through a tender system. Except under and in accordance with the terms and conditions of a license granted by a railway administration in this behalf, no person can canvass for any custom or hawk or expose for sale any article whatsoever in any railway carriage or upon any part of a railway. Now, Indian Railways has launched a transparent vendor registration system that will allow small and medium enterprises to become a railway vendor. Before you can sell any beverages in the railways, you must make sure that the products you are selling comply with PFA/FPO standards. You will also need to obtain an FSSAI license. If you are selling your own product, you will need to take care of the packaging and labeling requirements issued under Food Safety And Standards (Packaging And Labeling) Regulations, 2011.
Alternatively, if you own the product yourself and want to market across Indian Railways rather than being the point of sale, you can find vendors who operate stalls, canteens, and pantries across divisions and sell to them instead. Within their contractual restrictions, they might be willing to try it out.
